You’re comparing both countries because they have similar populations. But population ≠ player base, India does not have a player base big enough

You're not understanding, you can bring up cases of subs who come in after not playing for a while or tier 2 players being picked up. But none of those is even remotely close to being the situation Bcj is in. It is not the same to add Bcj mid season because your options are limited and need to make a change than to choose Bcj to start a project from the beginning.
Bcj will need a transition year to tier 2 like all dropped players from tier 1 do, to proof himself again and come back after if he earns it
