I feel like Neon is a pocket pick against teams that play super structured. It worked against DRX because it causes chaos. I don’t foresee Neon being viable on all maps.

Make Phoenix flashes last longer and let him toggle the direction he throws them so he can throw them behind himself. Make the gun rearm time a little faster so you can throw flashes behind you mid gun fight to flash people in front of you but not yourself.
Would turn him into a battle flashing duelist and keep his style and flair.
