The moment when it was wrong would have been the second draw. However, this does not change the probabilities of the draws at all.
So it is not rigged.

I think some team complained about the draw with therulebook in hand. There is nothing much they can do.
I don't want to accuse the host, but there is still the possibility that it wasn't unintentional. The redraws are unfortunate, but absolutely fair.
