Is there any way this man can somehow participate in military? At least for PRX he is not needed. He is not willing to expand the agent pool and the performance of the available agents is low.

Sorry, but a sport that is only popular among the wealthy in Europe is never interesting.
Bikes and equipment are very very expensive (more than PC and devices!) and there are a lot of people who have difficulty even starting. This is not unrelated to the fact that there were no strong African athletes until Girmay showed up. And it is also strange that there are almost no athletes from the US or Canada, let alone Asia.
