I've worked with tech for so long and the only possibilities I can think of that can cause ghost alt-tabs is a broken keyboard that's sending ghost inputs or a poorly coded keylogger malware. But both these seem highly unlikely in this case
Maybe it has something to do with their display mode(windowed/ borderless/ fullscreen) however this is easily fixable and doesn't make sense if it keeps happening over and over
