They've stopped creating after moving to NA. That will kill the whole Americas scene, not just BR.

I think there is a global rule by riot but regional competitions dont care about it and let the players do what they want. So, riot doesnt really care too much about it until its champs events that they care to enforce the rules. The players always know it but they live on the edge.
