The big deal are the players in Ascension from any region who might be able to put themselves in tier 1 potential because of their performance and probably might be able to be that player. That's why t2 and Ascension exists. Winning Ascension is never the big deal for eg. 2G, Apek and m8 who aren't able to win that much in t1 and replacing their Ascension winning team with other players respectively. Players like eeiu, Wo0t etc were from tier
2 class but their gamesense and mechanics altogether was enough to let them thrive in t1 teams.

The main factor for OCE underdevelopment is due to geographical location and less population. And I don't think OCE is actually near to NA cause it's like 12000 km approx. Yeah OCE almost gets neglected in APAC, but thanks to China Autumn is the only player in the tier 1 server. Although, OCE scene in Apex legend is quite big and most of the AL Aussie players play in NA. The only way OCE players can survive in tier 1 is by relocating them in APAC region as a whole or some Aussie players as import from other region !
