never said ppl will stop buying util, but it effectively changes the way ppl approach and play the game. Run and Gun meta is most likely never happening again, agents util costs went up or down depending on which agent you talk about, and the prices for guns are now very different from before (i.e: OP went from 5000 --> 4700) so this changes the dynamic of everything in the game, this isn't just a "slight balance change", its a change of epic proportions that effectively changed many things of the game for both pros and amateurs
