Before partnership every region in EMEA had regional leagues. In mid 2022 iirc they suspended the CIS league due to the Russia-Ukraine war.

When partnership started the regional system continued to be used for Tier 2, and CIS didn't end up getting a league.

The only CIS org in Partnership is NAVI who now have a policy of not signing Russians (Shao and Suygetsu were allowed to continue since they were already signed and agreed to not represent their flag)

+ In tier 2 Russians are considered an import in every region. (Important to note that some teams may appear to have more than 2 imports, but players are able to use the Russian flag whilst having Spanish citizenship for example)
