So much miss information, no, the 15th is a date where teams have to give their first start of the roster to Riot, it’s basically made for imports and people who have hard visas to get to not have issues later, but regular players can be picked up until the 1st of February.

Also the 15th teams have to tell Riot, not necessarily publish anything, even tho most likely we will get many leaks about it
