Yes and no dude. Sure it's culture (even tho that's a thin line, because not everything can be excused on culture. What if when some football fans said racist stuff at games they just said "we are just provoking them", cause trust me some of them is just that, but it doesn't make it any better nor justify it, does it?)
Now look at it from the other side, you're an asian guy going into Brazil and the crowd is screaming "you're gonna die". It might be your culture to provoke him but dude, there's another face of the coin
Also believe me you're gonna die is the softest thing I've heard here in Spain, Ik exactly what kind of culture and mood you're talking about when you do that. Just saying you can't enforce it to everyone
