You get points for placement at Tokyo, even if you finish last, so Americas and Pacific sending 3 teams, guarantees that those 3 teams will earn points, where the rest of the teams in those leagues can't earn points, so they are making champions. Emea sending four teams, means that the team with the lowest points (the worst performer) will have to play LCQ with the other emea teams, since the first 3 direct slots to Champions are taken by the teams with more points.

This. Because NA tends to play explosive (chaotic?) it is very entertaining to watch, but it is not always the best way to play the game. EMEA might be known to play very methodically (boring?), but that can either grind opponents down or if the enemy plays explosive, they might not feel comfortable in playing slow and holding corners themselves, and push out, right into waiting EMEA players. Like the fracture game of FPX vs PRX.
