yeah Omen + 2nd inti is probably better overall but the Harbor comp is easily the most simple to pilot of the current popular icebox comps. Your duelist doesn't have to play anything unconventional, you still have scans, and you can re-smoke the same places to take the pressure of tight Viper wall timings off.
Imo flashback would be more willing to compete despite whatever issues he has if Termi built a team environment that was actually positive and supportive. People like Leaf have managed to play even to grand finals despite adversity thanks to their teams and friends. DRX can't be there for flashback when he needs them for some reason. And the environment Termi has created has got to be the main contributor to that. I'd even wager Flashback told him exactly that and it's why he got so mad afterwards 🤷

On top of the fact Raze and Breach don't really fit the map well, Breach is already bad on his "good" maps after the nerf, so even if you were trying to make a faster comp like this work, I'd suggest something like Vyse/Fade/Sova
Slow defaults with inserts via Vyse/Chamber feels like it should be hard meta on this map now, so extra reclearing util from double scan could be worth testing, but i dont think it'll be a particularly spectacular style.
