The problem is in online competitions, south american players have around 80 ping in br servers. Also, you are forgeting about North Latam teams (Mexico, Colombia, etc).

The solution might be qualifiers and a big LAN event, but Mexico and Brazil will fight to get this event on their lands.

Didn't read the play-ins, could be really interesting. But I would leave Brazil and Latam in separate regions
