Yes, without VPN, Koreans can only play with low ping on the Tokyo server. In the past, both the HK server and the JP server had similar ping levels, but about six months ago, the ping on the HK server increased to around the 80s. Now, only the JP server provides low ping.
First of all, the Asia server and the Korea server are completely separate. You cannot play on the Korea server with an Asia server account, and you cannot play on the Asia server with a Korea server account.
In fact, Koreans normally cannot create an Asia server account through the official process. The Koreans who play on the Asia server are using VPNs to bypass the system and create accounts.
The reason many high-ranked Korean players avoid playing on the Korea server is because the player base there is at least 2–3 times more toxic compared to the Asia server, and players often refuse to play smart—they tend to just rush instead.
The only reasons high-ranked Korean players still play on the Korea server are either because they don’t want to waste the money they already spent on skins, or because they want to participate in Korea Challengers through Premier.

As this cycle keeps repeating, many high-ranked players have left the Korea server, and now the overall level of high-ranked players on the Korea server is significantly lower compared to the Asia server.
In fact, many Korean players don’t even consider Korea server Radiants as “real” Radiant players.
