Skye is extremely hard but the rest of your list is good.

She requires insane gamesense and intuition to play. Plenty of map-specific tricks to learn, master and implement. Infinite value ult that can win or lose rounds easily. + she is disorienting to pick up and learn, as it takes a few games to get a hang of her utility.

Difficult: Astra, Skye, Sova, Jett
Kinda hard: Kay/O, Breach, Viper, Cypher, Yoru, Chamber
Kinda easy: Sage, Brim, Omen, Killjoy, Phoenix, Neon, Raze
Brain off easy: Reyna
