basically its due to child labour laws which they would have to do a lot to get around

in both germany and korea (2 vct hubs) theres a curfew for underage workers of 10pm, which probably includes having to be in person (like at a team office/riot venue) so they cant do it without moving 2 hubs and their entire infrastructure in half their locations

in cs and other esports they play online (ex at home) so they are not subject to these laws
