My prediction is of the 16 total teams 9 of which will be partnered while the remaining 7 will not be

4 partner team in china (china T1 are too good)
4 partner team in america (america T2 good but top american team are top world team)
3 partner team in pacific (really depend on who is partener, i can see a korean team get a slot)
3 partner team in emmea (very close, could also be 2)
