It's the same with call of duty too. Pc version have very bad skins but mobile version has S tier skins.
Chinese market power. Just look at any game that has diff version in China and global like coc has some insane scenaries for chinese market, Chinese pubgm is the same. Also mobile gaming generally makes more money than pc version.
