for a year straight, invest in your agent development team. then in that year or two, don't release any agents WHILST working at 4 agents at the same time, all initiators. Then, when you release them, split the initiator category into recon and flash:

Sova Fade, Tejo, 2 of the new agents
Kayo, Breach, Skye, Gekko, 2 of the other new agents

in this time period, due to the lack of new content (new agents), instead improve QOL, listen to community feedback etc. To make the process easier, don't touch any other agent for that year straight and just let the meta stay the same.
