I feel like making Brim have full map range with his smokes makes him so much better than Omen, but giving him a little bit less range than Omen smokes (like 75% of Omen's range) could make him viable in maps he's never picked on, like Split and Fracture for example. (he would still be below Astra's pickrate on those maps). Brim doesn't need to be a top tier agent, just being at Omen's level would be ok, not even Viper bc she's a situational sentinel/controller.
Omen doesn't need a buff imo, not even making his kit faster would be necessary 'cause he's not that hard to use rn.
And about Phoenix I've made a whole remake idea on another thread.
Ofc it is, but Astra and Viper get picked a lot more (my bad I didn't meant "never picked" on Fracture, only on Split). I was talking from a casual player approach, not a competitive one. Mostly bc competitive play changes around the meta and sometimes defines it, while casual/ranked players play what they feel comfortable with, they're not trying to master Brim on Fracture like Gambit does.
Brimstone:
SKY SMOKES: Global presence for placing smokes
STIM BEACON: Instead of being some placeble ability, it could be like Kay/o's ult (Getting out from him with but with the same range it already has)
INCENDIARY: Already good, no changes needed
ORBITAL STRIKE: Already good, no changes needed

Omen:
DARK COVER: Travel speed relacionated with the distance of placement of the smoke [if goes 25% of the distance bar, increase speed in 25% (Or something like that)]
SHROUDED STEP: Just a little bit faster and the place you aim the tp, sometimes are different of the real position that you go (It's just broke, just need to fix it)
PARANOIA: Don't affect allies, that's enough (just like Reyna's Eyes)
FROM THE SHADOWS: Already good, no changes needed

HOT HANDS: Healing 12.5 HP/s up to 13.5 or 14 HP/s and some burning effect for enemies (-1.25 or 1.5 HP/s for 5s)
BLAZE: Healing 6.25 HP/s up to 7.5 or 8 HP/s and some burning effect for enemies (-2 HP/s for 5s)
CURVEBALL: Equip speed up 25%
RUN IT BACK: Instead of 10s, increse it to 13s

for brim's smokes more range and "STIM BEACON" replaced with some antimolly shit (for defend to counter postplant for attack to faster approach). Or dont even replace just give for stim beacon second passive antimolly effect on that zone
for omen's smokes + speed and make recharge 30 sec, ult 6 points
for breach make astra's system . u just buying 5 charges (but 1 and only one can reload for 40 sec) so u can mb use aftershock on start and then after 40-60 sec use it second time or u can flash per round more than 2 times (for compete with skye), also some sound effect if enemy stanned (like skyes berds) cause every initiator have "e ability" that give u info but that guy dont have it. This will make him useful not only on start of round but also in late round
for phoenix make flash like yoru's, wall more damage for enemy and less bullt damage through the wall by bullets like if its tree wall, no animation for comeback (so phoenix can abuse ult in fight and take 1 headshot and still be alive) and phoenix in ult 10-15% faster
