Swiss Round 2 Matchups?

Question to all the people:

Pretending PRX, WOLVES, BLG and MIBR lose all the first round matches, both PRX and MIBR play one of the Chinese teams, right? Since regional match ups are only allowed for round 3 of swiss, right?

Regional match is allowed for round 2 also i think it is just for 1st round of swiss and playoffs maybe idk about playoffs for sure
