phase 2 is right below phase 1, the 4 teams in "opening" are mibr, eg, plus two teams that "qualified" from phase 1

I think your under the impression that the "qualifed" part of phase 1 means you go to EWC but it isn't.
The two teams to qualify from phase 1 will go to phase 2 and play EG and MIBR for EWC qualification.
