Cheaters in ranked

I play occasional APAC servers and it feels like the cheater issue got so much severe in the last 3 months, anyone feels the same? APAC account this act = 3 rr refunded games out of 17 and 2 more games where someone was full blatant and still unbanned, what's going on?
