How Japan was given 2 spots?

First of all, I enjoy a bit of VCL JP, they have good production and storylines, also players seem to keep popping out here and there.

But in the start of franchising, how and why Japan was given 2 slots? Were they good initially and fell off recently ? I can understand ZETA, but DFM has always been bottom feeder.

Was it economical aspect? Or viewership ? Because unlike KR with their relative successes in early days, Japan seem to had nothing.

VIewership, their tier 2 alone always has a few thousand viewers + Laz watchparty now so it's really about how passionate the viewerbase is for their teams even if they do bad

Viewership and NORTHEPTION used to be good so they probably had faith there could be two competitive Japanese teams
