you dont have to be, you just need to connect to the US on a VPN and make a riot account
use softether, it's free but it's more of a proxy than a VPN
otherwise just download Tor and run it multiple times until you get a server in the US or canada
I mean yeah I could but just asking if anyone has an account over level 5+
