yes, but that is irrelevant.
the rule is: they can grandfather their roster, so that they are allowed to exist as a team with 3 imports despite the import cap limiting them at 2. the compromise is that when they make a transfer, they must replace the player with a non-import (i.e. a brazilian). They do not have to kick one of their non-imports to fit the criteria, they just have to ensure that whoever they pick up is brazilian.

it is the roster, but so long as you keep the specific players you are fine
for example: heretics brought in chloric (import), so could not keep riens AND wo0t, because that would bring the team total to three imports despite the fact that riens and wo0t were both technically "grandfathered" in
