What if the TenZ patch didn't happen?

Would Virtyy, Cauanzin, Icy, C0M, Tex, Supamen, Governor, Jerrwin, Dante and neT still dominate VCT if the patch 11.07 didn't happen? I missed the time when they used to destroy tier 1 before patch 11.07

I would like to think fnc wouldn't have been as affected by losing veqaj and still would have done well in stage 2
