tokyo and LA dont have enough entertaining games to go higher than the ones above them. the ones above just have more entertaining games/runs or a few SUPER entertaining games that bring their value up more than Tokyo and LA.

also tokyo was not that cinema
we only got NAVI vs NRG, EDG vs NAVI, ardiis sage wall, TL vs NRG map 1, FNC vs EG UpperFinal map 3, NRG vs PRX (cove), maybe EG vs PRX
