2027 format knowers come

i don't really understand the 2027 format, can someone explain it to me?

did riot take away cn and emea slots and give them to amer like they should?

if not did they have a justification for not doing it?

For split 1 and split 2

• Stage 1 : Open qualifier (Online, boundaries based on scrimpool/ping in AMER and EMEA, on nation in APAC)
• Stage 2 : Partner stage / Closed qualifier (Online, same boundary than stage 1), it's here that partner team start
• Stage 3 : Cups (Offline event, AMER, APAC, EMEA)
• Stage 4 : International event

In kickoff Partner stage doesnt exist, and Partner start directly in "Cups stage"
