they are a separate tier
but since they also qualify for t2 (like premier), and said premier teams teams are competitive (negative winrate ngl) against the GC teams, I think its fair to group them as t3 in Riots current system

Yes, they are, but I approximate them to the closest tier below Challengers as the level of play is lesser than in Challengers.
Riot has also released a few images where they tier the levels of play in a pyramid, and iirc they put GC below Challengers too.

If you win GC in your region you get a chance to get into tier 2.

Regardless, Noia can definitely hold her own against strong tier 2 prospects like DaviH and former tier 1 players. Any of those players are far better than what she plays against in GC
