I mean when Champs quals come around hopefully Riot will be willing to make an exception for underage players

The big logistical nightmare for Riot with underage players is the franchised domestic leagues, because it means that all the players have to be permanent residents which sorting for a 16/17 year old is a nightmare and why underage players could compete pre-franchising. Having a player visit a country for a month to play the LAN is far easier to sort out so hopefully Riot budges cuz EP could genuinely do damage at Champs imo
