Ok the reason Helium isn’t abundant on earth is because it’s extremely light. The reason hydrogen is abundant on earth even tho it’s lighter is because hydrogen reacts easily while helium is a noble gas so it doesn’t react easily. “Creating” elements (I assume you mean using a particle accelerator) is expensive
