Whether or not he is "responsible" for his own claims is up to him and Riot. The burden on proof is on Jemkin and others who agreed with his claims, but again, it's up to Riot to investigate and clear the air if necessary.

Did Jemkin air it out in an emotional manner after a devastating loss? Yes, and it might've affected how he eventually conveyed the information. But that doesn't mean he's neither wrong nor right.
