2. Team Member Eligibility
2.1. Team Member Age
2.1.1. Active Roster Minimum Age. In order to be eligible to join a Team’s
Active Roster (as defined below), an individual must meet the VCT’s age
requirement, having been born on or before the corresponding date in
2007 (i.e., at least eighteen (18) years old) (“Active Roster Minimum
Age Requirement”). For example, an individual born on August 1, 2007
will become eligible to join a Team’s Active Roster and participate in
League Games on August 1, 2025, provided that such individual may only
sign with a Team during a VCT Transfer Window but may be moved from
the Reserve Roster (as defined below) to the Active Roster at any time,
subject to compliance with Section 4.1.2 below.
2.1.2. Reserve Roster Minimum Age. In order to be eligible to join a Team’s
Reserve Roster, an individual must meet the VCT’s age requirement,
having been born on or before the corresponding date in 2008 (i.e., at least
seventeen (17) years old). For example, an individual born on August 1,
2008 will become eligible to join a Team’s Reserve Roster on August 1,
2025, provided that such individual may only sign with a Team during a
VCT Transfer Window. Individuals under the age of eighteen (18) may
only be added to a Team’s Reserve Roster if a parent or legal guardian
accepts all of the rules and policies of the League on behalf of the
individual, and consents to the individual's participation using a parental
consent form provided by the League Entity.
2.2. Regional Residency Requirement
2.2.1. Regional Representation. Each team that participates in the VCT
pursuant to a valid TPA (“VCT Participating Team”) will be assigned to
a League. In order to encourage the training and development of players in
each League Territory and to maintain the regional identity of the VCT
Participating Teams that compete in a global competition and to encourage
the type of regional identification that is important to fans and sponsors,
each Team Entity must maintain on the Starting Roster (as defined below),
at all times during the Season, at least four (4) Team Members who are
Residents (as defined below) of a country in the applicable League
Territory. The Leagues of the VCT are: (i) Americas, (ii) Europe, Middle
East and Africa (“EMEA”), (iii) Asia-Pacific (“Pacific”), and (iv) China.
The countries inside each of these geographic regions are a “League
Territory”.
2.2.2. Resident Defined; Certification and Proof of Residency. A Team
Member is considered a “Resident” of a country within a League
Territory if the Team Member is either (i) a citizen of a country in the
League Territory or holds additional citizenship rights (such as those of
the EU) for that League Territory, (ii) a lawful permanent resident, or (iii)
the holder of other special status (e.g., refugee or asylum status) in a
country in the League Territory. Each Team Member must certify his/her
residency by (a) submitting an eligibility form and (b) providing proof that
the Team Member holds one of the residency statuses set forth in causes
(i)-(iii) above.
2.2.3. Single Residency Status. For purposes of determining Residency and
compliance with the Rules, a Team Member may only be a Resident of
one country at a time.
2.2.4. Dual Citizens. A Team Member who has dual citizenship or otherwise
meets the qualifications to be considered a Resident of more than one
country (a “Dual Citizen”) cannot be a Resident of more than one country
simultaneously. Once a Dual Citizen enters into an Esports Services
Agreement with a Team as a Resident of a country within the League
Territory such Team belongs to (such country that the Dual Citizen
declares their residency in, the “Declared Resident Country”), the Dual
Citizen shall solely be deemed a Resident of the Declared Resident
Country. Between Seasons only, a Dual Citizen may request to change
their Declared Resident Country if (a) they qualify to be considered a
Resident of such country in accordance with Section 2.2.2 above AND (b)
one or more of the following applies: (i) the country that the Dual Citizen
wishes to switch residency to is in the same League Territory as the Dual
Citizen’s current Declared Resident Country; or (ii) the Dual Citizen was,
during the most recent split (or most recent Season if there are not
multiple splits), on the Starting Roster of a Team that belongs to the same
League Territory that the country the Dual Citizen wishes to switch
residency to falls within, for at least fifty percent (50%) of the average
number of regular season matches played by Teams in the applicable
League. Declared Resident Country change requests must be submitted to
the League Entity for review; approval of such requests shall be granted at
League Entity's sole discretion.
2.2.5. Residence Requirement Violations. Each Team Entity is responsible for
ensuring that its Team Members meet the residency requirements in this
Section 2.2. It shall be a violation of these Rules, by both the Team Entity
and the Team Member, if a Team Member (or their parent or guardian)
provides false, misleading or incomplete information resulting in the
misclassification of such Team Member’s residency. Such violation will
subject the Team Entity and/or Team Member to Disciplinary Actions.
2.2.6. Game Changers Alum Residency Exception. The League Entity wants
to encourage Game Changers Alums (as defined below) to join VCT
Participating Teams. Accordingly, the residency requirements in this
Section 2.2 will be relaxed. A Game Changers Alum who competes in the
VCT will be deemed to have Residency in a country in the applicable
League Territory, even if that player does not satisfy the requirements in
this Section 2.2. The term “Game Changers Alum” means a player who
has competed on the starting roster for a team in an official regional
playoff of the VALORANT Game Changers Series.
2.3. No Riot or League Group Member Employees. Team Personnel may not be
simultaneously employed by Riot Games, Inc. or any other League Group
Member while also being employed by a Team Entity.
2.4. No Coaches or Owners as Players. Neither the Head Coach (as defined below)
nor any Owner of the Team may play for a Team or be included on a Team’s Full Team Roster.
