You don't reload when your bullets at 6 or 5 and you're in a safe space with the enemy knowing exactly where you're. The harbor buffs will force these players to reload. It triggers my OCD when these guys don't reload

Not in all situations. Suppose you just killed someone A site and you planted the bomb and you're also aware that the other guy is in C site. You can reload here
