The wholesale nerfs to multiple agents was their attempt to reduce ability overload in rounds. It wasn't really made to make us play the agents more or less, but to shift the game to more gunplay. To an extent, this is good, but I agree that the limitations to agents - especially in the controller class have definitely made the game more constricted in creativity.
The Harbor rework is tragic since he isn't really any better than he was before. Possibly worse since he doesn't have the cascade, but still has high-tide, he only has one cove as his signature ability which has a 40s cooldown and his ult doesn't make the gong which was pretty great info. Harbor is doomed to be painfully niche despite having obvious options to fix his utility.
To your original comment though, devs are so slow to do any of these four things. Maps will only be taken in and out of rotation with the very occasional changes. Good map design feels a bit subjective, but changing up the maps would be fun.
