Whilst it was sad, Chamber was a monster and practically killed having certain duelists and sentinels since his TP gave him good map coverage, he had two trips with global range and his ult was an operator on crack. A lot of highly meta agents get nerfed into the ground to make way for other agents to breathe. Another example is Skye who got elbow dropped with the flash nerf or Tejo who got nerfed within a couple months of his release and is a lot more restrictive to play.

I can see Chamber coming back being good for the agent pool especially in pro play. Some players are aggressive or clean aimers but just don't want to dive fights as Jett, Raze or Neon. In the right hands, the headhunter is insanely valuable. Can't forget the Yay ace against XSET where he used only a headhunter.
