make it like european football were you have 18 teams in a region were the last 2(or 3, or 4) get relegated and make tier 2 fight for 18 teams in the second league who fight for relegation and ascension
top3 or 4 qualify for international (like champions league)

16 gamedays twice a year

there is one regional cup a year were its groups into playoffs

so basically

Emea league 1

1. Fnatic 15-1 (qual)
2. Team Liquid 14-2 (qual)
3. FUT 11-5 (qual)
4. Team Heretics 11-5 (don't qual) (they have worse map differential in the tie)
   ....
   17.Enterprise 1-15 (out)
   18.Apeks 0-16 (out)

i think this works for champs and league setup but there should still be like two international events with their own qualifiers in the middle of the season
