Unsure if it was just because the fact he made an alt or the name of the alt (don't wanna repeat it just in case, but it was about a certain rapper who likes baby oil)

You can't get banned for making an alt account unless you're ban evading. But the bans are ip bans generally so if he got banned on 1 his alt account, he gets banned on every account on the same ip address.

seems like that guy is too hellbent on preventing people from creating alts.
They should just clearly mention on the rules that creating alts is not allowed if they actually want to enforce it as it's quite common on other platforms to creative alts.
Reason for creating alts can be very subjective, and I don't see why that would be a problem for the mods (unless ban evading)
