don't you have to make only the upper final to qualify for masters toronto? im not sure if im understanding the format correctly. If so, that seems kinda broken

yes, if you make the upper final you are automatically qualified for Toronto. However you of course can still fight for seeding, number 1 from each region gets to skip swiss stage.
so its upper final loser is #4, lower grand final loser is #3, grand final loser is #2, and grand final winner is #1?
