If your country isnt on the list then you're considered an import bro... They're mentioned in emea competetive region but it applies only to tier 1
In tier 2 Russians dont have any league they could play in without being considered an import which makes it difficult to build full cis rosters

Okay where does it say it only applies to tier 1. And in this case how is there teams with 3 “imports” on a team?

each tier 2 league has list of countries that can play in
players from other countries are considered as imports
Russia isnt listed in any tier 2 league
tier 1 and tier 2 leagues have different rulebooks

You can have 3 imports if some of Russians players are LTR's

But my original point still stands, you can play in East and I don’t really see the reason to create a CIS region. Just add Russia to East and jobs a good’un.
