Neon ult as a counter to viper ult

Title. If you know someone is in the viper ult, you can for sure spam it with neon ult to get the health down no? Because the spam is continuous and not dependent on bullets or am i missing something?

wont the movement of neon compensate for it? Also they will be revealing their position in return too(unless on phantom), which is the major advantage of viper ult.
