Well you can clearly say FPX is a CIS team when 3 of their roster are from CIS, there are too many CIS players in EU that if they play in CIS it would increase the level of their region, for example FPX roster, chiwawa and Jady from NIP, idk if Derke is considered CIS, Kiles, etc...
