Afaik Russ has Indian citizenship. So he has enlisted from Pacific region. You can only choose your region once so next time if he wants to play in EMEA he will be regarded as imports there because he already enlisted as a pacific player.There might be a way to change your region in future but not that I heard of. This is all coming from Russ's interview with Tombizz and Platchat.

that is not may be the case. if that is how it worked, Ardiis won't be considered as imports in nrg. they simply put him as americas player and in next season he changes region

Only if you have dual citizenship, in Dephh case he has dual citizenship in UK and US when he was signed to SEN he declared as an Americas player
