Before joining a league player can choose their region if they got citizenship of any country in that region.
Regarding Russ matter hes actually Indian and is from goa

India do allow dual citizenship (sort of something) i.e. Overseas citizenship of India if either you or your spouse is of Indian origin
Oci is not allowed for people from Pakistan or Bangladesh

Like, as a result of his dual citizenship, is his region set in stone for APAC or is he not counted as an import for both EMEA and APAC?

no cuz he got dual citizenship thats what i explained
but only before entering the league after that he will be consider an import for emea

I believe it should be the second option, he's both regions

but you said they choose their region before they join the league, as if it's a one time thing. Does this happen every off-season or at the start of franchising? is he locked into one or the other throughout 2024 or is he entirely capable of switching from an APAC to EMEA team throughout the season without being counted as an import

may be off season or when he joins a franchise team idk

One time thing. Else players would be able to play in different regions every season without being counted as imports.

So you're telling me in theory, since I have a green card and a PR in both US and UK, while being from Asia means I can get signed to all three leagues without being considered an Import.

but after signing up in one of them you will be import for other 2
also green card holders aint citizen
oci works differently its smiliar to dual citizenship but you cant vote or do gov jobs
