Unlikely.
The best CIS players are split up into a multitude of teams.
The majority of orgs that have the CIS players want to keep them on their rosters.
Which leaves a few CIS t2 players (which there aren't too many of due to the lack of a league)
A CIS core might be created but a full 5 man roster. No.

it absolutely would work, what are you saying? cis just needs their gems back, all of the goated cis talent is spread across multiple teams just rotting away, the exception being chronicle and his 2 other trophies with fnatic. but im sure cis can produce talent better than chronicle
