This is what I don't understand. The whole 2024 T2 system is based on the promotion of unsigned FA teams into challengers, how is it possible to not have a protocol for allowing these teams to ascend into franchised leagues??

Yes. They would have to be funded by a financially dependent org.

Then why allow teams with no org backing them to participate.

They said premier will promote people to t2 so will riot kick out the team that gets promoted cause they aren't backed by an org. Wild system
