I think he's talking morally. It feels (morally) wrong that Pancc gets out of this without going to jail or sth alike.

Never having charges pressed doesn’t mean he didn’t do it

Riot isn’t the brazilian legal system, it is a separate entity. Someone admitting to asking a minor for nudes should prevent them from being franchised. I brought up OJ as an example of someone that is legally innocent but not morally innocent.
