Includes the regions of CIS and Turkey. Russia belongs to CIS which is a community of countries not a geographical territory. So half of Russia can't be in CIS and the other half in Pacific

EMEA ≠ Europe and Pacific ≠ Asia.
Saudi Arabia is just as Asia as that half of Russia, yet their VCL is in EMEA

No, Saudi Arabia is part of the Middle east which is a part of EMEA. EMEA is an acronym for Europe, Middle east and Africa. Or do you not know what a acronym is?
